About Barchan
The Barchan Foundation, Inc. ("Barchan") was organized as a non--profit corporation in the Commonwealth of Massachusetts, USA in 2008. Barchan is a tax-exempt public charity under Section 501(c)(3) of the Internal Revenue Code, Identification No. 26-3878447. Barchan's activities are focused on how public infrastructure projects and services are structured, competed, financed, and delivered across the world -- including planning, design, construction, operations & maintenance, and finance.
"Public infrastructure projects" include transportation, water supply, wastewater treatment, solid waste disposal, energy, buildings, and all facilities providing services and/or access to the public. Examples include: roads, highways, bridges, tunnels, heavy rail, light rail, transit, people movers, airports, passenger terminals and stations, cargo terminals, multi-modal facilities, water distribution networks, water treatment facilities, desalination plants, wastewater collection networks, wastewater treatment facilities, storm water collection systems, landfills, "trash-to-energy" plants, incinerators, electric power generation facilities, power transmission facilities, public office buildings, public schools, courthouses, prisons, stadiums.
Barchan conducts research and collects data to permit the examination and comparison of legislative, regulatory, and business practices for the delivery of infrastructure facilities used by the public. Barchan promotes collaboration among stakeholders interested in the improvement of public infrastructure networks.
Close Cooperation with Other Organizations and with Industry
In December, 2008, Barchan entered into a cooperation agreement with the International Bar Association and its International Construction Projects Committee (ICP) in which the two organizations will assist one another in the collection and dissemination to ICP members of procurement, delivery, and finance practices in use for public infrastructure facilities across the world. In November, 2008, Barchan entered into a similar cooperation agreement with the American Bar Association and its Section of Public Contract Law (PCL) in which Barchan and the American Bar Association will assist one another in the collection and dissemination to PCL members of procurement, delivery, and finance practices in use for public infrastructure facilities in the United States.
Barchan is actively engaged in reaching similar cooperation agreements with other organizations interested in the delivery of public infrastructure facilities across the world.
Barchan will soon establish an Infrastructure Industry Advisory Board, composed of representatives from professional organizations interested in the development of information and "best practices" in this field, including the IBA and the ABA, and through other interested government and construction industry organizations. Close Cooperation with Academics
Barchan is actively engaged in building an Academic Advisory Board, in order to encourage regular collaboration with researchers at leading academic institutions across the world. Barchan is currently working with Professor Michael J. Garvin of Virginia Tech, Prof. C. William Ibbs of the University of California at Berkeley, Prof. Liang Y. Liu at the University of Illinois; and Prof. Ghassan Aouad, Pro-Vice-Chancellor for Research and Innovation at the University of Salford (UK). Barchan is collecting global information on public infrastructure practices across the world in support of increased understanding by both public and private sector stakeholders in how best to deliver the public infrastructure facilities and services upon which the global economy depends.
Barchan publishes periodic information about its activities; and conducts education and training. Upon the request of legislative or regulatory bodies, or to provide factual support to collaborating institutions and organizations, the Barchan Foundation provides information about its research and data collection efforts in support of the adoption of "best practice" recommendations.
Barchan also provides consulting assistance (to public entities only) relating to the establishment or implementation of procurement processes for public infrastructure facilities.

Access to summaries of Barchan's data on public infrastructure delivery is available generally, subject to acceptance of Barchan's Terms and Conditions.
Access to Barchan's detailed data on public infrastructure delivery practices and processes is available to organizations with which Barchan has cooperation agreements, and, by subscription, to individuals, each subject to the acceptance by users of Barchan's Terms and Conditions.
