Description: The plant will improve the New York Croton water system, the oldest to supply the city and one that accounts for 10% of the drinking supply. The four-storey plant will treat around 1.2 million cubic meters a day. The project was conceived after the Federal Environmental Protection Agency ordered to city to filter its water in 1993.

Comments: Slow progress on the plant led the federal government bringing a legal suit against NYC in 1997. In 2002 and 2004, deadline extensions and missed deadlines caused for two issued fines. In February 2007, the federal government again imposed fines. In April, the low bidder pulled out leaving only one other.
