MWRA has similar authority to receive and treat combined sewer/storm water flows in metropolitan Boston. MWRA has authority to charge and collect fees sufficient to cover its costs.

All Public Finance. Public Sponsor contracts for initial design, and separately contracts for initial construction. Public Owner operates and maintains the resulting facility.
