From Public (Government) Sources to Producers: In March 2007, the governments of Germany, Switzerland, and Austria agreed to support companies from their countries to assist in the building of the Ilisu dam. Export Credit Agencies (ECAs) are public or semi-public institutions that support domestic companies in business overseas by granting government-backed loans, guarantees and insurance were used to encourage these agreements. In July of 2009, these three countries withdrew their funding for the dam project due to assertions of human rights violations, making it unclear how or if construction will continue.
