From Public Sponsor of Project - Direct Expenditure of Appropriated Public Funds: $5.4 Billion dollar inflation adjusted estimate as of October 2009. A portion ($250 million) of the initial funding is expected to come from the Cty of Honolulu. A portionof the state's 1/2% GET surcharge will also be dedicated to fund the project. $15.5 million has been appropriated by Congress for the planning phase, and another $20 million for preliminary engineering and planning is in the pipepline of appropriations from Congress. Annual O&M costs of $68 million (for initial phase) will come from city appropriations, defrayed in part (30%) by fare receipts.
