Description: In 2004, the city of Gresham, Oregon determined that the wastewater treatment plant constructed in 1936 would no longer be sufficient in servicing the needs of the growing population. In 2005, a P3 contract was awarded to Veolia Water North America to design, construct, and operate the wastewater plant as well as a new cogeneration power plant that converts greenhouse gas to usable energy fueling the treatment plant. The plant treats an average of 13 million gallons of wastewater per day.
