Souces of Project Support (Non-monetary)
: The public sponsor owns or leases (long term) all the ROW for the waterline and will operate the project itself. Public ROW = 93% (of the land), long-term lease = 4%, perpetual easement = 2%.
: The project underwent both an Environmental Assessment and an Environmental Impact Statement Study prior to execution.
Souces of Project Support (Monetary)
From Public (Government) Sources to Producers: The Authorities (including two water inter-governmental agencies, the City of Gresham Water Division, and the Rockwood Water People's Utility District) financed the entire project through Capital Improvements funds developed through System Development Charges (SDC) and fees. These funds were derived from development and local water rates. The two local government agencies financed this project through intergovernmental agreements and sharing the SDC fund.
Direct Cash Support: Securing the Capital Improvements Funds and System Development Charges beforehand allowed the public sponsors to pay the contractor with cash on hand.
Project Delivery & Finance Method
All Public Finance. Public Sponsor contracts for initial design, and separately contracts for initial construction. Public Owner operates and maintains the resulting facility.
Construction Manager At Risk Variants: Public Sponsor contracts with Construction Contractor after Design is Complete.
