On October 4, 2004, Columbus Water Works (CWW) assumed ownership, maintenance and operation of the Fort Benning, GA wastewater system as well as the drinking water system. CWW’s implementation plan involved operation of the two (2) existing wastewater treatment plants at Fort Benning for a period of two years until capital improvements could be made to the system allowing all of the Fort Benning wastewater flow to be transported via pipeline from Fort Benning to the existing 67 million gallons per day CWW South Columbus Water Resource Facility. The project involved installing two (2) sewage pumping stations and force mains along with gravity collection lines to the pumping stations so that the old plants could be decommissioned.

Souces of Project Support (Non-monetary)
: Outside Fort Benning, wastewater lines were installed on public right-of-way. No actual land acquisition cost was involved.
Access to Land
: By contractual agreement, easements were provided by Fort Benning to Columbus Water Works (CWW) for the purpose of installing necessary infrastructure on Fort Benning property
: This project was subjected to very strict environmental reviews including archaeological, environmental impact studies and Corps of Engineers permitting procedures.
Souces of Project Support (Monetary)
From Public (Government) Sources to Producers: Funding for this project was provided through the Clean Water State Revolving Loan (CWSRF) program administered by the Georgia Environmental Facilities Association. Payments from Fort Benning to Columbus Water Works for wastewater services include adequate amounts sufficient to repay the CWSRF funding over time.

Project Delivery & Finance Method
All Public Finance. Public Sponsor contracts for initial design, and separately contracts for initial construction. Public Owner operates and maintains the resulting facility.
