From Private Capital Markets Directly to Producers as Debt: The DBF contractor provides financing for the difference between construction time and pay out time as indicated by the department’s payout schedule. A $5,000,000.00 bonus is offered if the Contractor completes the project by December 31, 2010. If the project is not complete on that date, the bonus amount is reduced $25,000.00 per day until the project is complete.
