Design / Construction
Metropolitan Transportation Authority (MTA) project to bring the Long Island Rail Road (LIRR) across the East River into Grand Central Terminal in mid-town Manhattan. Under construction and expected to be complete in 2016. The new connection extends bfrom Sunnyside, Queens through the lower level of the existing 63rd Street Tunnel under the East River. In Manhattan, a new tunnel will be constructed at the western end of the existing tunnel at Second Avenue, curving under park Avenue to a new LIRR terminal under Grand Central Station.

Souces of Project Support (Monetary)
From Public (Government) Sources to Producers: The 63rd Street subway line was commenced in 1969, but never completed. The crossing of the East River was completed, using four-chamber tunnel boxes that were floated into place, and then sunk.
Direct Cash Support: MTA. Total project estimated cost is $6.3 billion as of 2006.
From Other Public Entities - Direct Grant of Appropriated Public Funds: US DOT funds.
Project Delivery & Finance Method
All Public Finance. Public Sponsor contracts for initial design, and separately contracts for initial construction. Public Owner operates and maintains the resulting facility.
