City has right to terminate services contract (after one year) upon 120 days notice. Technical proposal evaluation criteria includes: experience in similar water, sewer, and drain system work; historical performance of proposer re fines, regulatory requirements, cost overruns, etc.; quality of the proposed operation plan; resumes of key staff; financial stability including ownership, insurance and bonding; technical expertise. Three proposals were sought with lump sum quotes required for each year of work: Five year O&M with one 5-yr renewal; Ten year O&M with one 10-yr renewal; Ten year O&M with one 10-yr renewal and annualized cost of the redevelopment of the current City Yard site. The contract provides for base compensation for a given statement of work, plus compensation for additional items on a unit price price determined at the time of competition.
