Description: After a lifetime of almost 100 years, the Northern lock in IJmuiden needs replacement. Rijkswaterstaat (the Dutch Highways and Waterways Agency) has awarded the construction of the new IJmuiden sea lock, which is located at the entrance to the North Sea Canal, officially to the Consortium OpenIJ. This consortium, consisting of BAM-PGGM and Volker Wessels-DIF will be responsible for design, construction, financing and maintenance of the new lock for a period of 26 years.

From Private Capital Markets Directly to Producers as Debt: The design-build portion of the $710 Million project is reported by ENR to be valued at just less than $600 million. The maintenance portion is valued at approximately $120 M, as reported by ENR. The concessionaire is OpenIJ. Participants are BAM-PGGM and VolkerWessels-DIF. After contract close all construction activities will be carried out by BAM and VolkerWessels. The dredging activities will be carried out by subcontractors Van Oord and Boskalis. ENR reported in December 2017 that the concessionaire has decided to redesign two gate caissons, at an additional expense of approximately $65 Million and with a delay of completion into 2020, to stiffen the lock's structure. The redesign involves new stiffening cross walls and heavier reinforcement. The strengthened design is reported to be at the concessionaire's expense.
