Souces of Project Support (Non-monetary)

Checkbox Checked Access to Land: The 1956 Interstate highway legislation provided federal grants to states to subsidize the initial cost of design and construction of the new network. The grant program left operation, maintenance, and repair of the system to the states.
Checkbox Checked Environmental Clearance: Much of the system was built before the U.S. EPA was formed.

Souces of Project Support (Monetary)

Checkbox Checked

From Public (Government) Sources to Producers: Initially, federal grants provided reimbursement to state departments of transportation for 90% of initial design cost and 90% of initial construction cost incurred by the states, subject to federal eligibility rules The states were responsible for 10% of initial design and construction costs. States remained responsible for long term operation, maintenance, and repair costs. Failure to maintain roads previously funded through federal grants precluded states from further grants.

Project Delivery & Finance Method

Project Delivery:
Design Bid Build/Construction Management at Risk (All Public Finance). Public Sponsor contracts for initial design, and separately contracts for initial construction. Public Owner operates and maintains the resulting facility.
Construction Manager At Risk Variants: Public Sponsor contracts with Construction Contractor after Design is Complete.
